Temporary Assistance for Needy Families (TANF) is a core safety net program that helps low-income families with children pay for basic needs like food, housing, and work supports. While TANF hasn’t seen a major federal overhaul in 2026, there are important updates and trends affecting how the program works this year at both federal and state levels.

Federal Program Rules Still in Place — With Clarifications

The federal government continues to fund TANF through block grants to states, and the overall funding level for fiscal year 2026 remains essentially unchanged from 2025. States have broad flexibility in how they use the funds, but must still meet federal reporting and work-related performance standards to receive full funding.

In recent years, the U.S. Department of Health and Human Services (HHS) has moved toward clearer regulatory guidance for TANF. For example, updated rules now clarify how certain types of assistance count toward federal time limits and how states can use separate state programs without penalty.

State TANF Plans Have New Features in 2024–2026 Cycle

Many states submit multi-year TANF plans that guide policy through 2026. Some of these plans include key changes families should know:

Connecticut’s Updates

Connecticut’s TANF plan for federal fiscal years 2024-2026 includes several important revisions:

  • The state increased asset limits (how much a family can own and still qualify).

  • It increased earning allowances so families can work more without losing benefits right away.

  • It expanded time limits and flexibility structures compared with prior plans.

Because TANF programs vary widely by state, people need to check their local state human services website for specific eligibility levels, income thresholds, and time limit rules.

Local Policy Changes Affect TANF Dollars in Some Areas

Some jurisdictions have passed supplemental changes that affect TANF families directly:

Increased Child Support Passed Through to Families

In Washington, D.C., the local government increased the amount of child support that goes directly to families receiving TANF — from $150 to $200 per month beginning in late 2025. This change boosts cash in families’ pockets without reducing TANF eligibility.

 Work Requirements and Related Policy Shifts

While most of the high-profile work requirement changes in 2025 focused on SNAP food benefits, there’s a broader federal push toward stronger work participation standards across safety net programs — including TANF.

For example:

  • Federal work participation rate rules for TANF remain in force, meaning states must ensure a certain share of adults in the program engage in work-related activities to avoid penalties.

  • Some federal agencies are re-evaluating how these rules are enforced and how states can measure compliance.

At the same time, federal action on other benefits like SNAP work requirements is expected to influence low-income families’ participation in work and training — with ripple effects for TANF caseloads and state program design.

 Funding Enforcement and State Compliance Issues in 2026

In early 2026, the U.S. Department of Health and Human Services froze access to federal TANF and other family assistance funds in several states due to concerns about fraud and misuse. The freeze affects California, Colorado, Illinois, Minnesota, and New York, signaling a stronger federal emphasis on oversight and compliance. Is this freeze political? 

“We have a responsibility to protect taxpayer dollars and ensure these programs serve the families they were created to help,” said Assistant Secretary for Children and Families Alex J. Adams. “When there are credible concerns about fraud or misuse, we will act.” Diversion of funds is a main concern but program accountability is bigger. Because states have high flexibility in how they spend TANF dollars, there is often weak oversight, inadequate monitoring of subrecipients, and a lack of transparency.* Why target only certain states when state accountability for the entire program is the issue? Not just five states. 

This dramatic step doesn’t change program rules directly, but it does affect the delivery of TANF dollars where states must correct compliance issues before funds flow again.

What This Means for Families

Here’s what families who rely on TANF should keep in mind in 2026:

  • Check your state’s rules. TANF eligibility and benefits vary widely by state, so local policy matters.

  • Expect work and training expectations. Both state and federal policy is pushing toward participation in work or job-readiness activities as part of TANF engagement.

  • Watch for changes in related programs. Changes to SNAP, childcare support, and health coverage can affect a family’s overall financial picture and how TANF fits into it.

  • Stay in contact with caseworkers. With evolving rules, keeping your information up-to-date and asking questions can prevent benefit interruptions.
