Why LIHEAP Funding Is Delayed or At Risk

  1. Federal Government Shutdown / Appropriations Stalemate
    Because Congress has not finalized a full budget or continuing resolution, many federal programs—including LIHEAP—cannot distribute new funds to states. For example, in Pennsylvania the program’s autumn start was delayed until December because DHS “has not yet received its federal allocation for 2025-2026 LIHEAP funds.” WTAE+1

  2. Administrative Disruptions & Staffing Cuts
    Reports indicate the program’s federal administrative staff at U.S. Department of Health & Human Services (HHS) were significantly cut one account states the entire staff overseeing LIHEAP was laid off.   3. Chronic Under-Funding / Increased Demand
    Even before the shutdown delays, LIHEAP has long been labeled as “chronically underfunded.” In a recent article states it typically reaches only about 17 % of those eligible.   4. Budget Proposal to Eliminate or Reduce the Program
    According to media reports, the FY 2026 budget proposal from the administration suggested eliminating the program altogether. Kleinman Center for Energy Policy+1 While Congress has not approved that yet, the uncertainty contributes to delays and risk.

What Could Happen Next

  • Congress moves to pass a continuing resolution or full appropriations bill, which would release the LIHEAP funds to states. Once funding is released, states will open enrollment (though there may still be delays).

  • Supplemental emergency funds may be requested as energy costs rise and households fall behind.

  • States and utilities step up local resources (state funds, charitable programs) to bridge the gap until federal funds arrive.

  • Program scale-back or eligibility tightening if budget pressures persist: fewer households served or lower benefit levels could result.

Overall

 If the situation isn’t resolved soon, many low-income households could go without vital heating or cooling assistance during critical months. This should not be a political issue. It should not be a blame game. There should be programs that help the vulnerable.
