SNAP Benefits Are in Trouble — Here’s What’s Really Going On

Millions of Americans are about to feel the squeeze as federal food assistance runs into a funding crisis.

What’s Happening With SNAP Right Now

The Supplemental Nutrition Assistance Program (SNAP) — the largest anti-hunger program in the U.S. — is facing a potential halt in benefits starting November 2025.

Because of the ongoing federal government shutdown, the USDA says it can’t issue new SNAP payments unless Congress restores funding. This puts assistance for roughly 42 million people at risk.

EBT cards will still work if recipients have leftover funds from previous months, but no new benefits are expected to load in November unless a deal is reached.

Why It’s Happening

SNAP funding comes directly from federal appropriations. With no approved budget or temporary spending bill, the USDA doesn’t have the legal authority to keep paying out benefits.

A contingency fund of about $5 billion exists, but the USDA says it can’t legally use it to maintain full payments during a shutdown.

Meanwhile, 23 states and Washington D.C. have filed suit to force the government to release those funds, arguing that cutting off benefits violates federal law and puts families in danger. A federal judge in Boston is reviewing that case now.

How States Are Responding

Some states are trying to soften the blow:

  • New York declared a state of emergency this week, pledging tens of millions to food banks to help cover the gap.
  • Other states are preparing emergency food programs or partnerships with nonprofits — but those efforts can’t replace federal aid on this scale.

Food banks across the country are already bracing for a surge in demand if November benefits don’t arrive on time.

Who’s Affected

SNAP helps working families, seniors, and children afford groceries every month. The average benefit is about $180 per person per month, but that money stretches fast — especially with food prices still elevated.

Without SNAP payments, families could face immediate food insecurity, forcing tough choices between groceries, rent, and medicine.

Refugees and some immigrants are also at risk: recent federal eligibility changes could remove their access to food assistance altogether.

Why This Matters

This could be the first time in U.S. history that SNAP benefits are completely disrupted because of a government funding lapse.

The ripple effects go beyond hunger. SNAP dollars support local economies — grocery stores, farmers, and supply chains all depend on that spending. Cutting it off, even for a month, could hit local businesses and jobs hard.

What Comes Next

Here’s what to watch:

  • A court ruling on whether the USDA must tap emergency funds.
  • Congressional negotiations over reopening the government.
  • State actions to fill the gaps temporarily.
  • Possible retroactive payments if funding is restored.

Until then, uncertainty remains — and millions of households are left wondering how they’ll put food on the table next week.

What You Can Do

If you or someone you know receives SNAP:

  • Keep your EBT card and check for leftover funds.
  • Contact your local food bank or community pantry — many are preparing for an influx of families.
  • Follow updates from your state’s Department of Human Services or the USDA Food and Nutrition Service for official notices.

If you want to help:

  • Donate to local food banks.
  • Volunteer to support food distribution efforts.
  • Contact your representatives to push for emergency funding.

Final Word
SNAP isn’t just a safety net — it’s the difference between hunger and stability for millions. Until Washington breaks the deadlock, that stability hangs in the balance
