West Virginia Department of Health and Human Resources offers energy assistance for low income individuals. Part of the application for help consists of you providing a shut off notice from the utility company. Applications starting being accepted in October 2016 and will keep being accepted until funds run out. Thus if you need emergency heat and were provided a shut off notice from the utility company, the Emergency Low Income Energy Assistance Program (LIEAP) might be right for you. Cabinet Secretary Karen L. Bowling  has announced this program is available for West Virginia citizens. Income limits do apply. For more information call (304) 558-7899
