Energy Outreach Colorado financially helps pay your utility bill. This 
program does not pay the individual. Instead if you qualify, they pay your utility company directly. Funds are provided through the Low-Income Energy Assistance Program (LEAP). In other words if you meet LEAP requirements you should be able to qualify for the Energy Outreach Colorado program. Also you may only apply for financial assistance once per year.
