THEY  PROVIDE FREE 911 EMERGENCY-ONLY CELL PHONES TO SENIOR CITIZEN CENTERS, DOMESTIC VIOLENCE SHELTERS AND POLICE AND SHERIFF DEPARTMENTS WHICH IN TURN ARE GIVEN BACK TO THE COMMUNITY AND USED TO CONTACT THE POLICE IN THE CASE OF AN EMERGENCY.
