The Low Income Housing Assistance Program (LIHEAP) is a federally funded 
program that can help New Mexico residents with their utility bill. In the state of New Mexico the LIHEAP is administered by the New Mexico Human Services Department. They require individuals to bring their applications in person to their office. They will not accept applications that are mailed in. Of course with most federal or state funded programs there are income requirements. Also certain documents are required too.
